Dr. Jacqueline I. Barnette, PsyD, LPC
Dr. Jacqueline Barnette is a highly experienced and dedicated mental health professional with over two decades of service in corrections, education, and community-based care.
Born in Mecklenburg County, Virginia, Dr. Barnette is the daughter of the late Robert N. Barnette Sr. and Helen L. Barnette and one of seven children. She graduated from Bluestone High School in 1986 and began her professional journey in administrative roles before transitioning into public service.
In 1995, she began working as a Corrections Officer for the State of Virginia, where she developed a strong foundation in behavioral and mental health support. During this time, she pursued higher education and earned a Bachelor of Science in Organizational Management from Saint Paul’s College in 1999, followed by a Master’s Degree in Community and College Counseling from Longwood University in 2004.
Dr. Barnette dedicated 17 years to the Department of Corrections, specializing in mental health services. She later expanded her impact in the education system, serving as a Special Education Teacher (2017–2023) with Mecklenburg County Public Schools, working closely with individuals with disabilities. She also served as an instructor at Longwood University.
In 2019, she earned her Doctorate in Psychology (PsyD) from Ashford University, specializing in Mental Health Administration, and was inducted into the Tau Upsilon Alpha Honor Society.
Professional Practice
In 2021, Dr. Barnette founded The Rising Development Center, LLC, where she provides:

- Anger Management
- Substance Abuse Support
- Behavioral and Life Skills Development
- Telehealth Services
She works closely with at-risk youth and adults, helping clients build stability, confidence, and practical life skills.
Dr. Barnette is a Licensed Professional Counselor (LPC) and a Certified Sex Offender Treatment Provider. She also serves as an Adjunct Professor at the University of the People (2021–Present).
